Though he looks like him, Rasetsumaru is not Haohmaru or related to him in any way. In reality, he is a bloodthirsty demon from the dark world of Makai, opened up by Amakusa many years earlier. He learns about the existence of Haohmaru, a so-called skilled warrior who looks like him. Calling him a "copycat", Rasetsumaru now searches for Haohmaru to kill him.

Ohh SNK... Why'd you have to go and give Haohmaru the Evil Ryu treatment? -_- *sigh* I guess it was inevitable... Samurai Shodown 5? Yeah, sounds like the right time for an "evil" version of the main protagonist... sure, why not. Psssh.

I have mixed feelings on this design. While the concept of a "what if?" evil version of Haohmaru seems halfway interesting, the creators decided to make Rasetsumaru a completely different character who thinks Haohmaru is the "copycat". Yeah... shit just got weird. Almost funny, but mostly just awkward. Rasetsumaru is one of the many reasons why I'm not a huge fan of SS5 (and after). Of course, he's nothing more than sprite clone of Haohmaru with a few new animations... and his "win / taunt" animations look pretty damn cheap if you ask me. If they gave him a completely different fighting style (and fleshed out the storyline), Rasetsumaru might've been a bit more interesting. Nonetheless, Rasetsumaru's official character artwork looks pretty damn awesome.
