Seth, "The Puppet Master", is the CEO of Shadowloo's weapons division, S.I.N. His body has been modified using cutting-edge technology. Seth is the 15th of 26 enhanced beings that use data collected from the world warriors to create a deadly style of martial arts. Seth claimed to be superior, as a result of his humanity, while the others are merely puppets.

After Bison's apparent death during the events of Street Fighter II, Seth planned to take control of the remnants of Shadaloo through S.I.N. He attempted to manipulate Juri, who was enhanced with a bionic eye that he created. Juri confronted Seth and offered to work for him, and he agreed. He hosted the World Warrior tournament in an effort to lure Ryu to complete his BLECE project. Later, Seth learned that Bison had returned from death and soon encountered Bison in combat. Bison defeated Seth, and told him that everything that has happened has gone according to his original plans.

After Bison leaves, Juri revealed to Seth that she intended to make them fight each other, and was disappointed that Seth wasn't more of a challenge for Bison. Then, Juri crushed his Tanden Engine, destroying him. Bison commanded the remaining "puppets" to destroy the fighters in and around the S.I.N. compound. Ryu encountered another "Seth" and defeated him after destroying the BLECE machine with a Shoryuken. After the tournament, C. Viper informed her superiors that the "remaining 26" are in her sights.

Seth is a ridiculous & awkward looking character, but somehow he manages to be an effective boss for SF4. He looks strikingly reminiscent of Urien or Gill (and will perhaps tie in SF3's plot with SF2's). On that note, both Gill and Urien were much better characters in my opinion, but maybe the development team thought the SF4 "series" just wasn't ready for those guys yet. 

Seth has some cool and unique moves, and it's pretty interesting how he uses other "iconic" characters' moves in his own fashion. Some of his movements are on the quirky side... but overall, he looks pretty cool. One thing's for sure... he is satisfying to beat up on. ;)
