Seth, "The Puppet
Master", is the CEO of Shadowloo's weapons division, S.I.N. His
body has been modified using cutting-edge technology. Seth is the 15th of 26
enhanced beings that use data collected from the world warriors to create a
deadly style of martial arts. Seth claimed to be superior, as a result of his
humanity, while the others are merely puppets.
apparent death during the events of Street Fighter II, Seth planned to
take control of the remnants of Shadaloo through S.I.N. He attempted to

offered to work for him, and he agreed. He hosted the World Warrior tournament
in an effort to lure Ryu to
complete his BLECE project. Later, Seth learned that Bison had returned from
death and soon encountered Bison in combat. Bison defeated Seth, and told him
that everything that has happened has gone according to his original plans.
After Bison leaves, Juri revealed to Seth that she intended to make them fight
each other, and was disappointed that Seth wasn't more of a challenge for Bison.
Then, Juri crushed his Tanden Engine, destroying him. Bison commanded the
remaining "puppets" to destroy the fighters in and around the S.I.N.
compound. Ryu encountered another "Seth" and defeated him after
destroying the BLECE machine with a Shoryuken. After the tournament,

In Street Fighter V, due to serious systematic errors that occurs with the integration of his brain and the body of Doll Unit Zero, Seth's personality is drastically affected, showing signs of severe psychosis. he becomes obsessed with hunting down M. Bison to the point that he becomes delusional, resulting in mistaking both
Ed (due to their exposure to and use of Psycho Power) as Bison during their confrontation.
After the events of Street Fighter IV, the remnants of Seth's biological brain paired with the body of one of the Dolls, specifically Doll Unit Zero. I
n their character story, Doll Unit Zero is activated by Juri, working on the behest of an unidentified party. Unexpectedly, the doll awakens with Seth's personality, much to her surprise. However the system within Doll Unit Zero alerts of systematic errors concerning the personality integration with
the body, which results in Seth becoming mentally unstable and bent on finding and defeating Bison. Later, Seth confronts Ed and Falke, both of whom he mistakes for Bison, and fights them. Afterwards, Falke realizes that Seth was drawn by her and Ed's use of Psycho Power, making him see only the shadow of Bison. With this in mind, Falke and Ed leave, while
the delusional Seth continues to claim his superiority.
