Blanka is a feral man with green skin and has the ability to generate electricity. Blanka was originally a young boy named Jimmy who was in a plane crash, and ended up in the Amazon jungle. The plane was shot down by Shadaloo when it came too close to a base. For many years, Blanka was raised by animals. One day he saved Dan Hibiki's life in the jungle. They became friends, and Blanka left to see the outside world. 

Blanka developed a taste for street fighting and he eventually competes in the second World Warrior tournament. During the events of Street Fighter 2, Blanka reunites with his mother, who recognized him on a televised broadcast of his fights due to the anklets that he wears.
Blanka decides to leave the comfort of his mother for a while because people stare at him, and he decides to travel to Hong-Kong with Dan. In Street Fighter 4, Blanka, Dan and Sakura enter S.I.N.'s tournament, each for their own reasons, with Blanka wanting to earn people's respect.

In SFV, Blanka is living peacefully with his mother, and has adapted well to being introduced back into society. One day, a suspicious salesman approaches him and offers a way to make Blanka famous by mass producing a doll made in Blanka's likeness.

Blanka was the prominent oddball/freak design of the SF2 series (besides Dhalsim, that is). On a personal note, Blanka was my original "main" in SF2 when I was a little kid. I think it was his unique play style that drew me to the character... just mashing punch buttons to create electricity and wait for careless opponent to run into it? Too fun. lmao.

In general, I'm not a huge fan of Blanka's design, but he does look cool in a few artworks. I think the SFA3 "beast-like" Blanka is the coolest version of him, rather than his "man-ish face" version in SF2/SF4. I also love the SFA3 Blanka sprite in general, he looks awesome. On a side note, Blanka clearly seems to suffer from the same "overly green" disease as Hulk (and even wears shorts and fights barefoot like Hulk). Ironically enough, Capcom included both of them together in an artwork, which you can see below (Hulk's MSH VS SF ending).
